Anti-Arroyo forces line up 2 more impeachment complaints

MANILA, Philippines — Forces seeking to unseat President Gloria Macapagal-Arroyo have lined up two more impeachment complaints against her.

The twin cases being readied by about 10 cause-oriented and civil society groups will confront the question of whether Ms Arroyo — by virtue of the “weak” complaint filed by lawyer Roel Pulido — is really immune from new impeachment cases because of a rule barring the filing of more than one case against an official within one year.

Neri Colmenares, a member of the legal team preparing the new cases, said the groups’ strategy involved two approaches — file a case supplementing Pulido’s complaint and file an entirely new complaint.

The supplemental complaint, expected to be filed Monday, will be based on the $329-million National Broadband Network scandal and the alleged distribution of money to congressmen in Malacañang on Oct. 11.

Colmenares said the second complaint would deal with human rights violations and alleged electoral fraud during the 2004 presidential election.
